The way I understood it, she just tried to make the other girls unappealing, their suicide (and Yuri's obsession that railroads the player towards her) is an unintended side effect. I don't think that Monika intentionally pushed Sayori to suicide. From there on shes in some kind of learning process about how to change the script, which obviously shows in arc2. She just talked to Sayori (probably about some nihilistic stuff since thats a really bad topic to talk about with ppl suffering from depressions) and - after she got her result - Monika realised how shes actually able to "change" the outcome of the game, even though shes not meant to play a major-role. I'd say until Sayoris suicide, Monika didnt really interfere with the game as a "game". She wants to make the player only past time and declare to her, even if that means kill the other characters. If I don't miss understood, Monika admited that he change the script to make the Depression of Sayori more critical, same with the psycological problems of Yuri. I think it's safe to say Sayori had her depression the whole game: Even at the start the surefire signs are there, so what exactly was Monika changing? When the script starts falling apart and Monika resorts to just deleting Sayori.Which only made things worse.

Or she's just mocking you due to you not being able to directly control the protagonist. Monika mentions that the protagonist could have saved Sayori, and I believe this is a reference to the 'good' ending. Hell, he forgot about Sayori's conversation about depression the very next day and, well, 'left her hanging'. Generally speaking, to my knowledge, they're not equipped to deal with depression or suicide.
Think about it: Your standard protagonist is some bumbling idiot trying to impress a single girl out of a selection, and they usually go to any means to accomplish this.
